19 Blaxland Avenue is a 5-storey residential building with basement carparking which was built for the Sydney 200 Olympics athletes village. Construction is painted rendered brick walls, concrete floors, aluminium framed windows and a flat metal & concrete roof.

SP60403 is one of a number of buildings occupying lots in Community Association DP270188 - Newington Precinct 3, an area bounded by the Avenue of Oceania, Monterey Street, Holker Street and Millennium Park.

The Community Association (CA) in turn in part of Newington Community, which is the former 2000 Olympics athletes village.

The Community Association is a separate legal entity. It keeps its own accounts, budget, minutes and correspondence. It is financed by levies collected from the Owners Corporations (and any separate individual lots) in proportion to their Association Units of Entitlement.

For this inspection we have not had access to those records and make no comment as to the affairs of the CA.
